[This is our first try at making the legal rules of Cybertown easier to read. CVN hopes it helps. You need to ask security about anything you do not understand using the real rules. This is an edited or changed page. We try to explain and give you a way to read these rules using poor words not usable in a legal way.. We hope our words may give some meaning of the real rules in an easier way. We use good/bad in a way to mean right and wrong. You must remember that Cybertown has to follow the courts of the United States of America for rules.

Cybertown Unified Ban Policy

We want to be clear on the points made in the Cybertown Constitution so that there is a set of what happens when anyone does not follow the rules. The intention is not to hurt our freedoms but rather to make using the site enjoyable and safe for all. This policy does not replace the Cybertown Constitution. If anything here is left out, the Constitution is the place to check! All citizens are encouraged to be familiar with both documents as well as the Legal Notices accessible from the home page.
Definition of Important Words Used in This Document:

Section 1 - Rules of Conduct: (What you should not do)
Here is what is notallowed in Cybertown. Hopefully this is a clear set of rules understandable to everyone. However, we know that to a list of all possible "don't do this" rules is impossible. Citizens are again warned to read the CT Constitution. The rules there apply regardless of anything here or in the legal rules. Always keep in your mind that Cybertown is a family friendly site. If you think about what you are doing, it will help a lot.
1. Avatars:
Avatars (your 3D body) must be ok for a family place. Avatars must be properly clothed to cover the "private parts", and must not contain any foul or sexual language, or images that are not good family kinds of things. Citizens should be thoughtful of others in way they use their avatar. Avatars may not pick up and move Citizens against their will. Avatars may not stream music or other media to make problems with others. Your avatar may not be too large so it fills up the majority of the 3D chat window of another Citizen or causes other Citizens to crash when they are trying to download it.
2. Chat:
Cybertown is a family friendly site. We all must make every effort to see that the chat remains fun and not unpleasant or unfriendly for our members and visitors. Your chat content in the public places of Cybertown is has to be polite and not an attack or fight at all times. Writing about problems, things that bother you is ok, if done in a good way. The way you say it or type it needs to be in a good way. You may not write or act to annoy or cause problems in the chats of other users. A public place is considered any chat area in the city you can go to through the Jump Gate.
Do NOT do these:
- Use any bad or "not nice" language, including writing in chat sex acts.
- Say the use of drugs by anyone or alcohol by minors is ok You can talk about the rules and laws in your own country, if they are different. You may not engage in real or fake behavior in public places that you can go to through the Jump Gate. Save that for private chats in your home or a private club. And Cybertown would prefer you did not do that there!
- Typing useless lines of text or blank spaces over and over again (flooding chat).
- Typing entire lines in ALL CAPS. Not allowing ALL CAPS statements is a time-honored convention of chat sites as this is considered to be shouting.
- Arguing, fighting with or harassing other users. Private disputes are to be kept private and out of the public areas of Cybertown. This includes play fighting as it can quickly turn into something real.
- Insulting or trying to hurt another Citizen’s reputation.
This list does not include everything! The City Officers may tell you of other writing or actions that do not follow the CT Constitution or are seen as wrong and believed to be breaking a rule.
3. Clubs:
Clubs are private areas of the City. However, the public can see some parts of the clubs and those public parts are the same as any public chats.
- The name of your club and your club information page, message board and inbox must not contain any wrong language.
- Your club must not support illegal activity such as hacking or software piracy.
- Your club cannot be furnished with textures, texts, objects or images that would be considered upsetting, offensive, illegal, pornographic, racist or that violate any copyrights. All image uploads must be okayed by the Clubs Staff.
- If you wish to discuss things that might be bad, offensive or controversial (upsetting to some people) you are asked to lock your club so that only those citizens who really want to be in such conversations are allowed to come. If your club is not locked, the City Officers will consider it a public chat.
- Your club must comply with all other rules from the Clubs Chief and his/her staff.
This list is not everything and any other behavior honestly believed to be wrong, will also be thought to be breaking the rules. Citizens are warned that breaking the rules could cause their club and all objects to be deleted without notice.
4. Copyrights:
Cybertown, believing in freedom of expression by its members, lets Citizens post and use their own creative works in lots of places. Citizens may not post or use the copyrighted material of others without their ok. Any avatar, image, object, text, etc. that is believed a violation of a copyright is may be deleted and/or immediately taken away. People who use copyrights in a bad way may also face the other things happening under the penalty rules in this document.
5. Hacking/Illegal Activity:
Cybertown treats hacking and other illegal activity, even simple discussions of it, as a serious offense. Any attempt to hurt the normal operations of Cybertown or carry out any illegal activity from within Cybertown will result in your immediate loss of membership under Step 6 of the penalties part of this page. Cybertown will help any law enforcement agency requests (like the police or government in stopping such behavior.
The code of the Blaxxun platform is not to be changed without the permission of the Founder. Unapproved changes will result in your immediate removal under Step 6 of the penalty provision of this document.
6. Homes:
Homes are also private areas of the City. However, the public can see certain parts of private homes and those public areas are the same as the public chats.
- The name and what is written in your home, your home’s information page, links page, inbox, virtual pet, or message board must not have cursing, sexual, or otherwise bad family site language, or in the case of a virtual pet be use such language with Citizens. (Note: When moving to a new space, a virtual pet may have been left behind by a previous owner and you are must check and/or fix (configure) this pet to follow the rules of Cybertown.)
- Your home must not have or give information about any illegal activity such as hacking or software piracy.
- As taken from the Constitution, your home cannot have textures, texts, objects or images that would be considered offensive, illegal, pornographic, racist or that break any copyrights.
- If you wish to write about things that might be considered wrong, offensive or controversial (upsetting to some) you are asked to lock your home so that only Citizens who really want to write about those things in can get into your house. If your home is not locked, the City Officers will consider it a public chat.
- Your home must comply with all other rules from your Colony Leader and his/her staff.
This list is not everything and any other behavior honestly believed to be wrong, will also be thought to be breaking the rules. Citizens are warned that breaking the rules could cause their house and all objects to be deleted without notice.

7. Items/Objects:
Cybertown, is a virtual city (our life on the Internet). Cybertown has an economic (money) system. Citizens can buy and sell items. To give fair treatment to everyone and to see that the chats are not used in bad ways the following rules apply to the sale of Items/Objects:
scams or attempts to misuse other Citizens are ok. Putting a low price on an item’s name/description but asking much more in the price box in order to scam someone, (like putting 100 cc's at end of item, the putting 1000 cc's in price box) is prohibited.- No
- You may not move other people’s items to the floor of any room in CT without their permission.
- You may not sell in the flea market, items that are available in the mall or flea market for free.
- You may not take a free item and rename it to get another Citizen to buy it.
- You may not steal items or objects from other Citizens backpacks, homes, or clubs.
This list is not everything and any other behavior honestly believed to be wrong, will also be thought to be breaking the rules.
8. Message Boards:
Cybertown has many public message boards where Citizens can post messages, thoughts, and opinions for review by others. Conversations on the message boards are the same as public chats and are regulated or controlled in the same fashion. Comments on the message boards must be polite and helpful. While writing or posting on the public message boards you may not:
- Use any bad: profane or sexual language.
- Have chats about illegal activity.
- Argue with or harass (bug upset or misuse) other users. Private fights to angry chats are to be kept private and out of the public areas of Cybertown.
- Insult or attempt to discredit another Citizen’s reputation.
This list is not everything and any other behavior honestly believed to be wrong, will also be thought to be breaking the rules. Breaking them could cause your message to be deleted immediately and without notice.
9. Nicknames:
Nicknames cannot be bad language or images. Do not use profane, sexual, or drug related in nature. Nicknames created solely to harass or impersonate another Citizen are wrong. Those nicknames will be permanently excluded from the City. In this case only, it is just the nickname and not the Citizen themselves that is banned.
10. Slander/Libel/Extreme Harassment:
Cybertown is a virtual city with a life-like rules structure. Citizen’s reputations are important to their success in the community. Harassment, bad behavior to a citizen to hurt their reputation is wrong. Citizens who do this after being warned to stop will be removed from Cybertown under Step 6 of the penalty rules.
Section 2 - Penalties for Infractions:
Cybertown’s goal is to see that everyone is able to enjoy the city and the community and is treated fairly. Penalties for breaking the rules follow a ladder system and get worse with each bad thing a person does. Permanent exclusion or being sent away from the community is the last thing Cybertown will do. Every effort will be made to give the Citizen a chance to do better before that happens. As stated in the Rules of Conduct below a few actions are considered bad enough to send people away from the city. In those situations the ladder system will not be used. The penalty listed in the Rules of Conduct will be used.
Step 1:
A user violating any of the Rules of Conduct will be given a warning if possible. The warning may be issued in the chat, e-mailed, or in boxed to the Citizen. In some cases, if the offense is bad enough to warrant stronger action the warning may be skipped and the City Officer goes to Step 2.
In any event, if the Citizen ignores the warning the officer shall proceed to Step 2.
Step 2:
Citizens who ignore warnings may be gagged (hidden) from the chat. This will also be placed on the Citizen’s "record" to show the reason for the gag and the date it happened.
If the action is really bad or if the Citizen does not stop the behavior after the gag has ended the City Officer shall proceed to Step 3.
Step 3:
The Citizen will be banned (sent away from Cybertown) for a period not more than 3 days. This ban may either put the Citizen in the City Jail or may keep the Citizen from entering the community entirely. This will also be placed on the Citizen’s "record" of the ban, its reason, and the date it was happened. If this happens and the Citizen’s record has other crimes on the record, the City Officer goes to Step 4.
Step 4:
The Citizen shall be banned for at least 7 days and not more than 14 days. If the ban is 14 days or longer a notice must be given to the Citizen’s Equity Review Board (C.E.R.B.) and the citizen should be sent an e-mail (if they have an e-mail address on file). The reason for the ban, and a link to the C.E.R.B. website www.cybertowncerb.com should be included. This will also be placed on the Citizen’s "record" to show the reason or reasons for the ban and the date it happened.
A fine of $500 ccs or Cybertown dollars and a deduction of (taking away) 500 experience points will be what happens to Citizens who get a 14-day ban.
If this happens and the Citizen’s record already has other breaks of the rules, the City Officer goes to Step 5.
Step 5:
The Citizen shall be banned for a period of 30 days and a notice must be given to C.E.R.B. (Cybertown Equity Review Board) The Citizen should be sent an e-mail (if they have an e-mail address on file). The reason for the ban should be explained. A link to the C.E.R.B. website www.cybertowncerb.com should be included. This will also be placed on the Citizen’s "record" to show the reason for the ban and the date when it happened.
A fine of $1,000 CT dollars and a deduction of (taking away) 1,000 experience points will happen to Citizens who are given a 30-day ban.
If this happens and the Citizen’s record already has other rules breaks, the City Officer goes to Step 6.
Step 6:
Step 6 is the last thing to happen. Sometimes the first time a rule is broken this can happen. The City Officer bans the citizen for 30 days and sends a request to the Security Commissioner or the Security Chief for a permanent ban. The Commissioner or Chief will review the request. If there are real reasons or evidence to support it, The Chief will write the Mayor, Deputy Mayor, and The Founder. The Mayor or Deputy Mayor shall approve or deny this request. The Founder will have a veto to any decision regarding a permanent ban.
If a ban directly involves the Mayor, Deputy Mayor, Security Commissioner, or the Security Chief, that person involved will not review of the ban. The decision will go to one of the others who can approve and request perm bans. That person cannot be involved in the problem.
If the request is approved a notice must be sent to C.E.R.B. and the ban will be set for the longest time possible. The time will be the current longest time possible whenever updates to the City are made. All CT dollars and experience points will be taken away from the Citizen. The Citizen cannot reenter Cybertown for at least 6 months.
Allowed to come back to the City:
Citizens who have been permanently banned may ask, in writing, permission to immigrate back into Cybertown after having served a period of 6 months. Each case will be judged on its own reasons and asking permission does not mean it will happen. The 6-month time frame is a 'time-out' period.
The Citizen must stay away. There can be no attempts to immigrate again to avoid punishment (see Re-entry to Avoid a Ban below). After six months, a person may ask permission to come back into Cybertown. A letter explaining what the person will do to fix their breaking of the rules must be sent with the written request for re-entry. This letter must clearly what the rule breaker plans to do and will be used to help decide their sincerity. The letter must also have a list of wrong things done by that person, or what they have done. The letter must include a plan to make up for the rule breaking or damages. (This should have ideas like letters of apology to those hurt or damaged) The letter should tell what the banned person will do to make sure those rule breaks or damages do not occur in the future.
The City Council, by majority vote (one more than half of the people on the council), may ask for more explanations before coming back is given an ok. The Founder must be told of any Council decision to allow a Citizen’s return before the Citizen is told. The Founder may have more information about the original ban. After a citizen is allowed to re-enter Cybertown, he or she must be on probation for 6 months of trouble free time and must follow all rules and regulations.
He/She also gives up the right to claim the name that was banned. If there was any entry into the City during the ban, more problems could happen. Failure to follow the rules may become real life legal actions against the person who was banned or sent away from Cybertown. Any major breaking of the rules after coming back with a Cybertown ok will have a permanent ban that cannot be ended under any circumstances.
C.E.R.B. must be told about any people returning to Cybertown from a permanent ban. These are called re-entries.
Re-entry to Avoid a Ban:
Citizens who are banned (they have no right to enter Cybertown) must remain outside of the City for as long as the ban is supposed to happen. If a Citizen is caught in the City using any other nickname during the term of their ban, they will give up the right to their name used in the original ban. The original name and/or all nicknames with higher experience points will be permanently kicked out. The time of the original ban plus 14 days will be added to the second ban. This ban will be added to any future nicknames used to enter the City until the citizen has served the entire time of the ban. This will continue if additional attempts are made to enter the City, with all of the previous names receiving permanent bans.
The only identity that is ok to stay will be the newest (it has the least experience points). Citizens who attempt to avoid a ban are only allowed to have one identity until the 6 months probation is over, when they can have their record cleaned. Even then, however, all they will be allowed to do is create new multiple names. No identities will be given back. Only when the citizen follows the original ban and says out of the city shall he/she ever be allowed to have his/her record cleared for all accounts.
City Officers Must be Impartial:
To keep everybody honest, City Officers shall always try to make a consistent (the same kind) and impartial (following the rules fairly) decision when looking at the rules broken in this page or the Constitution. No City Officer shall give a ban when he or she is directly part of the case. The Officer shall log the problem and save it and give that decision to another Officer who is not a part of the problem.
